Establishment of Disaster Recovery Data Center at Rawalpindi by National Logistics Corporation

The National Logistics Corporation (NLC) invites qualified bidders to participate in the procurement for the establishment of a Disaster Recovery (DR) Data Center at its Rawalpindi premises. This project involves the comprehensive supply, installation, integration, testing, and commissioning of a fully operational Data Center infrastructure to provide redundancy and disaster recovery capabilities for the existing main Data Center at NLC Headquarters. Items being procured: - IT Racks: 3 Indoor Closed Cabinet Kits, 60 Blanking Panels, 3 Door Open Emergency Ventilation Kits - Access Control System: 3 Controllers, 6 3-in-1 Access Readers (Fingerprint, RFID, PIN) - Cooling Units: 2 Rack Mount Split DX 12.8kW units - Power System: 2 PDM Rack Mount 3P Power Inputs, 2 Rack Mount UPS 20kVA 380V3P IEC, 4 VRLA Batteries, 2 Smart PDU Monitoring units - DCIM System: 1 Monitoring Host Rack Mount, 1 Touch Display Panel, Sensors (Temperature & Humidity x6, Smoke x3, Leaking x1, Door Status x6), 1 16 Port Network Switch - Existing Equipment relocation and installation including Transformer Tap Off DB, Phase Correction Panel with AVR Bypass, ATS Panel, Main DB/MDB, AC Units, CO2 Gas Cylinders, Anti-rodent device, Ceiling Lights, Overhead cable tray - Other Equipment: 1 Generator set with weather and sound proof canopy, 1 Automatic Voltage Regulator, ESD Flooring for Server Room, CCTV Surveillance System, Biometric Device, Power cable, Dedicated Earthing/Grounding System (3 points), Additional Equipment/Spares, Civil & Allied Work - Network Equipment: Firewall, OFC Cable (50 Meter), ODF (2 units), Fiber Termination (2 units), Fiber Patch Cords (40 units total), CAT6 Cable (2 Rolls), Patch Panels (2 units), Cable Managers (2 units), RJ-45 Connectors (1 Box), Existing Firewall License, Services The scope includes all civil, electrical, mechanical, and allied works necessary to make the DR Data Center fully operational. The site is located at Chakbeli Road, Rawalpindi, with an existing room approximately 9 ft × 16 ft for equipment installation. Bidders must submit mandatory technical drawings including Single Line Diagram, Overhead Cable Tray Layout, and Server Room Equipment Placement Layout. OEM authorization, technical data, and compliance with specifications are mandatory. Eligibility criteria include valid NTN/STRN, active tax filer status, bid security of Rs 1,000,000, tender fee of Rs 2,000, and a minimum 90 days offer validity. Performance Bank Guarantee of 5% of contract value is required upon award. Delivery and installation must be completed within 120 days of Letter of Acceptance. Warranty period is one year with comprehensive OEM support. Tender submissions must be sealed and delivered to HQ NLC, Harding Road, Rawalpindi by the specified deadline. Late submissions will not be entertained. Technical bids will be evaluated first; financial bids of technically qualified bidders will be opened subsequently. Bidders are advised to visit the site for survey and verification prior to bidding. A practical tip for bidders: Ensure all mandatory technical documents and OEM authorization letters are complete and attached to avoid outright rejection.
