Establishment of Hard Coating Facility in GBHEW Division Gilgit

The Water and Power Department Gilgit-Baltistan invites sealed bids from approved Government Contractors/Firms for the development project titled 'Development of Hydro Power & Renewable Energy-II'. The project involves the establishment of a Hard Coating Facility in the GBHEW Division Gilgit. Items being procured: - Establishment of Hard Coating Facility This work is to be executed under the Single Stage Two Envelope (SSTE) Bidding Procedure. The scope includes all civil engineering works necessary for the facility's construction and commissioning at the site in Gilgit. Eligibility criteria require bidders to be registered with the Pakistan Engineering Council under the appropriate category for the financial year 2026-27 and to be enlisted and duly renewed with the Water & Power Department GB for the same financial year. Financial capability must be demonstrated by providing a valid Bank Credit Line Certificate for a minimum amount of PKR 30 million and bank statements showing minimum transactions of PKR 30 million over the preceding six months. No black list, default, or litigation certificate from the notary public must be attached. The bid security amounting to PKR 850,000 must be submitted in the prescribed form along with the Technical Proposal. Bidders must submit Technical and Financial Proposals in separate sealed envelopes clearly marked as 'TECHNICAL PROPOSAL' and 'FINANCIAL PROPOSAL', placed in a single package mentioning the work and bidding procedure. Bidding documents can be purchased from the office of the Executive Engineer W&P Civil Engineering Division Hunza-Nagar during office hours upon cash payment (non-refundable). Complete bids must be submitted to the office of the Superintending Engineer W&P Circle Gilgit on or before the bid submission date and time. Bids will be opened in the presence of bidders or their authorized representatives. Late bids will not be entertained. The employer reserves the right to reject any or all bids with communicated reasons.
