Pre-Qualification for Provision and Construction of Services, Facilities, and Buildings at Multiple Locations

The Military Engineer Services (MES) invites applications along with credentials for pre-qualification of firms for the provision and construction of certain services, facilities, and buildings across multiple cities including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sargodha, Kallar Kahar, Chakwal, Sialkot, Multan, D.G. Khan, Muzaffarabad, Swat, Peshawar, Petaro, Karachi, Hyderabad, Shah Bandar, Sujawal, Quetta, Khuzdar, Jewani, Pasni, Ormara, Turbat, and Gwadar. Items being procured: - Provision and construction of services - Facilities - Buildings at the listed locations Firms must provide details including work orders, project locations, and pictures of completed projects along with satisfactory completion certificates from users. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works or services and must be registered with PEC in the relevant field. Applicants must submit a list of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Only firms enlisted with PEC in Category C-2 and above with validity up to June 2027 are eligible. Preference will be given to contractors enlisted with MES in Categories A, B, and C. Non-enlisted firms must provide 2% refundable bid security. Firms must be pre-qualified with the Engineer-in-Chief's Branch, GHQ Rawalpindi, and have no special reports or outstanding recoveries with DI&E. Tenders will be issued to pre-qualified firms and must be received at ACE P-02 by 1130 hours on 29 October 2026, with opening at 1200 hours the same day. Incomplete applications will not be entertained. Assistance and details can be obtained from HQ DW&CE (DP) GHQ Rawalpindi during working days. A practical tip for bidders: Ensure all required documents including PEC registration, financial statements, and completion certificates are complete and up to date to avoid disqualification during pre-qualification.
