Establishment of Logistic Park / Modern Truck Terminal along the Northern Bypass (M-10), Karachi

The Sindh Mass Transit Authority (SMTA), Government of Sindh, invites sealed bids from reputed companies, either single entities or consortiums, for the establishment of a Logistic Park / Modern Truck Terminal along the Northern Bypass (M-10) in Karachi. This project involves the development of a privately arranged land parcel of 400 acres or more, including financing, design, construction, commercial integration, operation, maintenance, and management of the facility. Items being procured: - Establishment of Logistic Park / Modern Truck Terminal along the Northern Bypass (M-10), Karachi The scope includes land development, infrastructure works, and operational setup for a large-scale logistics hub. The site is contiguous land parcel of at least 400 acres directly fronting the M-10 Northern Bypass in Karachi. The project requires expertise in EPC/infrastructure projects, terminal/off-dock yard operations, 3PL/fleet logistics management, and deployment of advanced software/hardware systems for gate automation, intelligent queuing, and terminal operating systems (TOS) including Electronic Data Interchange (EDI). Eligibility criteria include registered corporate status or consortium with lead member holding over 51% equity, registration with FBR and Sindh Revenue Board, no blacklisting, and verifiable 10-year track record in at least two of the specified technical areas. Bid security of PKR 25 million lump sum along with financial bid is mandatory. Bidding documents are available for download on the EPAD system from Monday 5th October 2026. The deadline for bid submission is 19 November 2026 by 03:00 pm, with technical bid opening on the same day at 03:30 pm. Tender fee is PKR 5000 non-refundable. Bidders are advised to carefully prepare their technical and financial bids in accordance with the Single Stage Two Envelope procedure through print media and the EPAD portal of SPPRA.
