Establishment and Operation of State-of-the-Art English Medium College and Community Center on Gross Revenue Sharing Basis in Islamabad

The Federal Government Employees Housing Authority (FGEHA), Ministry of Housing and Works, Government of Pakistan, invites well reputed firms and colleges to submit online/electronic proposals for two major projects in Islamabad under a gross revenue-sharing concession arrangement. The concession period is 20 years, extendable once for up to 10 years at FGEHA's discretion. Ownership of the project sites remains with FGEHA. Items being procured: - Establishment and operation of a state-of-the-art English Medium College on a gross revenue sharing partnership basis, Sector G-14/2, Islamabad - Establishment and operation of a state-of-the-art Community Center on a gross revenue-sharing basis, Sector G-13/4, Islamabad The projects involve design, finance, build, operation, maintenance, and transfer responsibilities. Bidders must submit technical and financial proposals electronically via the e-Pak Acquisition & Disposal System (EPADS) Version 1.0 accessible at https://eprocure.gov.pk. The bid security of Rs. 2.0 Million in the form of CDR/Pay Order/Bank Draft in favor of FGEHA must be uploaded with the technical proposal. Original bid security and hard copy documents must be delivered to the R&I Section, FGEHA Head Office, 10-Mauve Area, Sector G-10/4, Islamabad before the bid submission deadline. Eligibility requires registration on EPADS Version 1.0, compliance with FBR/ATL requirements, and submission of earnest money. The procurement follows the Single Stage Two Envelope (SSTE) procedure under Rule 36(b) of the Public Procurement Rules, 2004. A pre-bid meeting is scheduled for 31st August 2026 at 01:00 PM at FGEHA office. The deadline for submission is 16th September 2026 by 12:00 PM, with technical proposals opening at 12:30 PM the same day. Only technically responsive bidders will have their financial proposals opened subsequently. Proposals received after the deadline or incomplete bids will be rejected. FGEHA reserves the right to reject any or all bids as per Rule 33 of the Public Procurement Rules, 2004.
