Establishment of Post-Entry Quarantine Facility

The Citrus Research Institute, Sargodha invites sealed bids through the Punjab E-Procurement System from eligible bidders for the establishment of a Post-Entry Quarantine Facility for FY 2026-27. This procurement is for machinery, equipment, utilities, consumables, and infrastructure materials required to operationalize the facility. Items being procured: - Machinery and Equipment including Deep Freezer, Insect Solar Light Traps, Lab Cooling Units, Safety Cabinet etc. (28 units) - Utilities and Consumables such as primers and ELISA kits (3 units) - Lab security and supporting infrastructure materials for operationalization of Post-Entry Quarantine Facility (9 units) The technical scope includes supply and installation of specialized laboratory equipment and infrastructure to meet quarantine standards. Bidders must have valid NTN/STRN, Punjab Sales Tax Registration where applicable, and be on the Active Taxpayers List (ATL) of FBR. The bidding follows the Single Stage Two Envelope procedure as per Punjab Procurement Rules, 2014 (amended). Bid Security of 5% of the estimated cost must be submitted electronically via the Punjab E-Procurement System. No physical financial instruments like CDR or Pay Order will be accepted. The tender closing date and time is 13th October 2026 at 11:00 hours. Bids will be publicly opened at 11:30 AM the same day in the committee room of Citrus Research Institute, Sargodha. Bidders must bid for the entire quantity; conditional or incomplete bids will be rejected. The Agriculture Department reserves the right to reject any or all bids under rule 35 of Punjab Procurement Rules, 2014.
