Tender Description
This tender from Multan Electric Power Company Limited (MEPCO) in Multan, Punjab, invites qualified international consultants or consortium firms to conduct a detailed evaluation and assessment of Transmission and Distribution (T&D) technical losses. The consultancy focuses on analyzing losses at various voltage levels including 132 kV, 66 kV, 33 kV, 11 kV, and 400/230 V, covering transmission lines, distribution transformers, HT and LT networks, and service mains.
The scope includes GIS mapping of 100% LT network, load flow studies using industry-standard software like PSS/E and Synergi Electric, and validation of data with MEPCO and related entities. Consultants will develop detailed loss models, segregate technical and non-technical losses, and recommend cost-effective loss reduction strategies aligned with NEPRA regulations. The project covers fifteen districts under MEPCO's jurisdiction, requiring comprehensive field and desk studies, data reconciliation, and presentation of findings to regulatory authorities.
Consultants must be PEC registered or partner with a PEC-registered local firm, possess valid software licenses, and demonstrate strong international and local experience in similar assignments. The tender follows the Single Stage – Two Envelope Procedure with a validity of 150 days. PEC category compliance, active taxpayer status, and adherence to FBR/ATL requirements for 2025-26 are essential. The consultant must also provide hands-on training to MEPCO engineers on technical loss evaluation tools.
Submission deadline is **30.04.2026** with technical bids opening at 11:30 AM PST. Proposals must be submitted electronically via EPADS portal. Physical submission of bid security is required before the deadline at MEPCO HQ, Khanewal Road, Multan. The contract duration is 9 months with a 6-month defect liability period. The office and all operational costs are to be borne by the consultant. The detailed scope, evaluation criteria, and payment schedule are outlined in the RFP documents.
Pro-Tip: Ensure timely submission of the original bid security in hard copy to MEPCO's procurement office as this is a common pitfall leading to disqualification. Also, carefully review the consortium agreement requirements if bidding as a joint venture to avoid technical rejection.
