Tender Description
The Islamabad Electric Supply Company (IESCO) Project Management Unit (PMU) invites bids for excavation for earthing, spreading of gravel, and allied civil works at the 132KV Grid Station Shakrial, Rawalpindi. This procurement is specific to Islamabad Capital Territory and is planned under the Multi Year Tariff for the financial year 2025-26 with an estimated cost of **PKR 6,475,775**. The scope includes excavation in foundation areas, supply and spreading of crushed stone gravel, refilling excavated trenches, leveling and dressing lawns, earthing pit arrangements for power transformers and panels, installation of air conditioning units, steel stairs, fire fighting equipment, furniture, grid tools and plants, wiring materials, CCTV installation, and lightning protection systems.
Eligible bidders must have Pakistan Engineering Council (PEC) registration for 2025-26 with Category C-6 and specialization code CE-10, along with up-to-date registration with the Provincial Revenue Authority or Islamabad Capital Territory as applicable. Experience requirements include at least two successfully completed contracts within the last ten years similar to the proposed works, with aggregate value of Rs. 6 million and minimum individual contract value of 30% of Rs. 6 million. Financial capacity must demonstrate a cash flow of Rs. 7 million and average annual turnover of Rs. 79 million. Bidders must be registered with FBR and ATL. Joint ventures are allowed with up to two members, all complying with eligibility criteria.
The tender follows a National Single Stage-One Envelope procedure using Least Cost Based Selection (LCBS). Bids must be submitted electronically via EPADS v2.0 by **Thursday, May 14, 2026 at 11:00 AM**. Manual submissions will not be accepted. Bid security in the form of Call Deposit, Bank Guarantee, or Demand Draft is required and must be submitted in original to the Head Office, Sector G-7/4, Islamabad.
