Tender Description
The National Engineering Services Pakistan (Pvt.) Limited (NESPAK) invites qualified bidders for the procurement of works related to the exploration studies of four placer gold blocks (APG-1, APG-02, APG-04, and APG-5) located in District Attock, Punjab. This project is commissioned by the Mines and Minerals Department through NESPAK and involves comprehensive geophysical and geological investigations to upgrade the confidence level of placer gold resource estimation to 'Indicated' status as per NI 43-101 standards.
Items being procured:
- Electrical Resistivity Tomography (ERT) 3D survey for 4 blocks
- Percussion drilling program of approximately 350 boreholes to ~30m depth
- On-site sampling and processing of 3500 borehole samples
- Continuous monitoring of exploration activities via CCTV at drilling and sluicing sites
- Excavation of exploratory trenches with sample processing for economic feasibility
- Laboratory testing of samples at GARL Islamabad or equivalent
The scope includes marking drilling locations, deploying at least ten heavy-duty percussion rigs per block, sample preparation using mobile trommel and sluice plants, and maintaining a strict chain-of-custody for all samples. The contractor is responsible for environmental protection, site restoration, health and safety compliance, and installation of a CCTV monitoring system with continuous recording and access for NESPAK and Mines and Minerals Department representatives.
Eligibility criteria require bidders to be registered with PEC in the relevant category, be on the Active Taxpayer List, and have experience in geotechnical drilling investigations including sampling, lab testing, and report writing. A dedicated team including technical managers, geologists, HSE supervisors, IT experts, and drillers with specified qualifications and experience must be provided.
The contract duration is 200 days with a bid validity of 90 days. Bids must be submitted electronically via EPADS by 15 September 2026 at 2:00 PM, with bid opening at 2:30 PM the same day. Original bid security of PKR 2,300,000 must be submitted physically to NESPAK Lahore before the deadline. Payment terms include monthly interim payments with 3% retention and final payment after defect liability period of 3 months. The estimated cost is Rs. 230 million including applicable taxes.
Bidders are advised to carefully review the detailed bidding documents available on EPADS and NESPAK websites. One practical tip for bidders is to ensure timely registration on EPADS v2.0 and to prepare all technical and financial documents in accordance with the detailed eligibility and qualification criteria to avoid disqualification. Strict adherence to the CCTV monitoring and sample handling protocols is essential for contract compliance and successful completion.
