Tender Description
The Small and Medium Enterprises Development Authority (SMEDA) invites Expressions of Interest (EOI) from established national and international e-commerce platforms for partnership under the SMEDA SME E-Commerce Development Programme. This initiative aims to help Pakistani MSMEs access national and international markets through e-commerce platforms.
Items being procured:
- Partnership with national and international e-commerce platforms
SMEDA, in collaboration with interested e-commerce platforms, will provide awareness, training, readiness assessment, platform onboarding, and technical handholding, along with targeted financial assistance. The programme will help MSMEs strengthen their digital presence, reach new buyers, and expand domestic sales and exports. Potential partner e-commerce platforms are expected to develop packages and provide special benefits for MSMEs under the collaboration. Terms and conditions of the collaboration will be decided mutually on an individual basis with e-commerce platform(s).
Eligibility criteria include legal registration/authorization to operate in Pakistan with a functional presence for national platforms, operational presence in Pakistan for at least three years, at least 2,000 registered MSMEs/businesses with demonstrated online sales, provision of B2B and/or B2C e-commerce services, demonstrated cross-border orders from Pakistani MSMEs for international platforms, and capacity for SME onboarding, training, technical support, and market development.
Interested platforms are requested to submit their EOI and profile detailing experience, user/business base, market coverage, and relevant capabilities. Selected platforms will enter into separate agreements with SMEDA to support micro, small, and medium enterprises across Pakistan.
The last date and time for submission is 9 October 2026 at 4:00 pm. Submissions should be sent to the General Manager - Policy & Ecosystem Group, 7th Floor, Building No. 3, Aiwan-e-Iqbal Complex, Egerton Road, Lahore.
A practical tip for bidders: Ensure your submission clearly demonstrates your platform's operational presence and capacity to support MSMEs, including evidence of registered users and cross-border transactions if applicable, to strengthen your application.
