Expression of Interest for Fast Track Adoption of 100,000 Electric Bikes under NEV Policy 2025-30

The Engineering Development Board (EDB), Ministry of Industries & Production, Government of Pakistan invites Expressions of Interest (EOI) for the Fast Track Adoption of 100,000 Electric Bikes under the NEV Policy 2025-30 PAVE Program in Islamabad. This corrigendum extends the bid submission deadline and modifies certain evaluation and submission procedures. Items being procured: - 100,000 Electric Bikes (EV 2-Wheelers) under the NEV Policy 2025-30 PAVE Program The scope includes the adoption and promotion of electric two-wheelers to support sustainable transport initiatives. Bidders must submit sealed Expressions of Interest under the Single Stage One Envelope Procedure as per PPRA Rules 2026. The technical specifications have been updated, including deletion of the 5 marks for Battery Testing Certificates to maintain a total evaluation score of 100 marks. OEMs interested must provide a basic performance security bank guarantee of Rs. 2 million, with additional security upon winning the sales target. Eligibility requires compliance with PPRA rules, submission of bids electronically through PPRA E-PADS 2.0, and adherence to the updated performance guarantee requirements. The submission deadline is now extended to November 06, 2026 at 04:00 PM, with bid opening scheduled for the same day at 04:30 PM. Bidders should carefully review the corrigendum details to ensure compliance. A practical tip for bidders is to ensure electronic submission of sales target quotations via the PPRA E-PADS 2.0 portal as the physical submission of these quotations is no longer accepted. This will avoid disqualification and ensure timely processing of bids.
