Provision of Radio Links (ISM Band) Throughout Pakistan on Managed Service for NTC for a Period of Three Years

The National Telecommunication Corporation (NTC) invites bids for the provision of Radio Links (ISM Band) throughout Pakistan on a managed service basis for a period of three years. This procurement covers the supply, installation, commissioning, and maintenance of Point to Point (P2P) IP connectivity using unlicensed ISM bands in compliance with PTA regulations. The services include management of currently operational 123 P2P microwave links, upcoming P2P ISM microwave links, and ancillary store and services as per NTC requirements. Items being procured: - Annex-A1: NTC Existing P2P ISM Microwave Links (123 links across Pakistan) - Annex-A2: NTC Upcoming P2P ISM Microwave Links (various new links countrywide) - Annex-A3: Ancillary Store and Service for P2P ISM Links including supply and installation of telecom racks, power rectifiers, batteries, managed LAN switches, media converters, fiber patch cords, aerial cables, and ODFs The contractor shall provide turnkey solutions including site surveys, installation of towers, cables, connectors, and equipment, as well as ongoing maintenance and fault rectification. Preventive maintenance and health checks will be conducted quarterly. The contractor must maintain sufficient spares and provide system and network monitoring access to NTC. Eligibility criteria include PEC registration in category C-4 with EE07, EE08 codes, FBR registration, and technical and financial capability as detailed in the bidding documents. Bidders must have relevant experience with ISM band microwave links and presence in major Pakistani cities. Bids must be submitted electronically via EPADS v2.0 by Thursday, November 12, 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security and performance guarantees are required as per the bidding documents. The contract duration is three years with possible extension. Payment terms include quarterly payments for rental links and full payment upon acceptance for ancillary items.
