Tender Description
The NESPAK (GT&GE Division) invites bids for the procurement of very-high-resolution stereo satellite imagery for the Attabad Lake Hydropower Project (54MW) located in Lahore. This procurement is for non-consultancy services involving fresh tasking and supply of stereo satellite imagery covering an area of 172 sq.km. The imagery must be panchromatic at 50 cm resolution plus minimum 4-band multispectral (Blue, Green, Red, Near Infrared). The data should be delivered in sensor geometry with RPC files and complete metadata. Key technical requirements include off-nadir angle ≤ 15°, sun elevation between 45° and 70°, no terrain shadow over the valley, cloud cover ≤ 5% per scene and 0% over the valley, free of haze, smoke and striping, and consistent sun azimuth across scenes.
Items being procured:
- Very-high-resolution stereo optical satellite imagery covering 172 sq.km
- Panchromatic 50 cm resolution imagery
- Minimum 4-band multispectral imagery (B, G, R, NIR)
- Delivered in sensor geometry with RPC files and complete metadata
The scope includes fresh tasking within 2 months delivery time, with data delivered on a 2TB SSD including pan-sharpened imagery. Bidders must submit a tasking feasibility statement and delivery plan with their technical proposal. The imagery license permits unrestricted use by AHMC and its client for project purposes including derived products without additional charges.
Eligibility criteria require bidders to be active taxpayers registered with FBR and PRA, and to have completed at least two supplies of very-high-resolution stereo satellite imagery in the last 10 years. Bid security must be submitted as Pay Order, Call at Deposit, or Demand Draft in the name of NESPAK. Bids must be submitted online through EPADS v2.0 by the deadline of Wednesday, November 11, 2026 at 11:00 AM. Manual submissions will not be accepted. Technical bids will be opened the same day at 11:30 AM.
The procurement will follow the Least Cost Based Selection (LCBS) technique under the Single Stage One Envelope procedure. No advance payment will be made; payment will be released after delivery and acceptance of the complete supply. The performance guarantee required is 10% of the contract price.
Bidders are advised to carefully review the bidding documents available on EPADS and NESPAK websites, ensure compliance with all technical and eligibility requirements, and submit bids timely through the EPADS portal. The bid security original must be submitted physically to NESPAK House, Lahore before the deadline.
This procurement offers a valuable opportunity for qualified suppliers of high-resolution satellite imagery to contribute to a significant hydropower project. Attention to detail in technical compliance and timely submission will be key to success.
