Tender Description
District Council Lodhran invites sealed bids for a Frame Work Contract through the E-Procurement portal (https://ep.punjab.gov.pk/) from contractors enlisted or renewed with Pakistan Engineering Council for the financial year 2026-27. The bidding follows the Single Stage Two Envelope procedure under Punjab Procurement Rules 2014. Bids must be accompanied by bid security in the form of CDR or Pay Order from any scheduled bank in Punjab, favoring the Chief Officer, District Council Lodhran.

The contract scope involves construction works under a framework agreement, allowing multiple sub-work orders to be issued as per the District Council's requirements. Contractors must conduct quality control tests at their own expense and submit GPS-tagged photographs of work progress daily. The contract requires contractors to quote rates on a percentage basis above or below the estimated cost. If the lowest quoted rates are below the estimate, additional performance security equal to the lowest percentage of the estimated cost must be deposited within 15 days of notice issuance.
Eligibility requires contractors to be enlisted with PEC for the current financial year 2026-27 and registered with FBR/ATL. Earnest money in the form of bid security is mandatory. The bidding documents are available for download free of cost from the PPRA website and E-Procurement portal until 27-08-2026. Technical and financial bids must be submitted separately on the E-Procurement portal by 27-08-2026 at 14:00 hours. Technical bids will be opened the same day at 14:30 hours in the office of District Council Lodhran. Financial bids of technically qualified bidders will be opened on 31-08-2026.
