F/S & Designing/Renovation/Up-gradation of Circuit House to KPK House D.I Khan (Balance/Additional Work)

The Khyber Pakhtunkhwa Communication & Works Department invites electronic bids through the E-PAD system for the F/S & Designing, Renovation, and Up-gradation of Circuit House to KPK House in Dera Ismail Khan. This tender is issued under the Single Stage Two Envelope procedure as per KPPRA procurement rules 2014 (Amended). The project involves balance and additional work for the up-gradation of the Circuit House. Items being procured: - Feasibility Study (F/S) - Designing - Renovation - Up-gradation of Circuit House to KPK House The technical scope includes detailed design and renovation works to upgrade the existing Circuit House facilities to meet KPK House standards. The work will be executed in Dera Ismail Khan under the supervision of the Executive Engineer Maintenance-I, Peshawar. Eligibility criteria require firms to have PEC category C-4 or above, valid C&W/PEC/KPPRA/FBR registration, and an active ATL status. Bidders must submit a 2% Earnest Money along with Stamp Duty and 0.03% Tender Fee. The bid security must be sealed in the financial bid as a Call Deposit Receipt (CDR) in the name of the procuring entity. Bidding will be conducted on an "Above/Below" system based on the BOQ and Engineer's Estimate. Additional security requirements apply for bids quoting more than 10% below the estimate. The last date for bid submission is **04.09.2026 at 12:00 PM**, with technical bids opening on the same day at 12:30 PM. Financial bids will be opened after approval of the technical bids as per rules. A pre-bid meeting is scheduled for 26.08.2026. Bidders can download the complete set of bid documents from the official C&W Department website (www.cwd.gkp.pk) and the EPADS system. Hard copies of bid documents can be purchased from the office of the Executive Engineer Maintenance-I on payment of a non-refundable fee of Rs.3000 per package. A practical tip for bidders: Ensure that all required documents, including the affidavit of presence in the technical bid and the original Call Deposit Receipt in the financial bid, are submitted on time via the EPADS system to avoid disqualification. Also, carefully review the additional security requirements for bids significantly below the Engineer's Estimate to prevent forfeiture of bid security.
