Grant of Concession for Design, Development, Upgradation, Operation, and Management of Recreational Facilities of Development Authority Muzaffarabad on BOT Basis

The Development Authority Muzaffarabad (DAM) invites sealed proposals from eligible firms, companies, and private investors for the grant of concession on a Build-Operate-Transfer (BOT) basis for the design, development, upgradation, operation, and management of recreational facilities in Muzaffarabad. This re-advertisement aims to attract technically and financially capable bidders to participate in this important project. Items being procured: - Lot-1: Rooftop of Bank Road Plaza for development of Padel Court and Multipurpose Sports Court - Lot-2: Upper Plate, Albaik, and Makri Parks - Lot-3: Mera Tanolian Park - Lot-4: Neya Mohalla Park - Lot-5: Flower Nursery at Langerpura and Flower Market at Domail Bidders may submit proposals for one or more lots, subject to meeting the eligibility, technical, financial, and other requirements specified in the RFP documents. The ownership and title of the land and existing public assets shall remain with DAM throughout the concession period. The parks will continue to be used as public parks, and the concessionaire will only acquire rights expressly granted under the concession agreement. The scope includes comprehensive design, development, upgradation, operation, and management of the listed recreational facilities. Bidders are strongly advised to inspect the sites and existing facilities before submitting proposals. The procurement will follow the Single Stage - Two Envelope procedure as per AJ&K Public Procurement Rules, 2017, as amended. Eligibility criteria include relevant experience, technical capacity, financial strength, and submission of bid security as specified in the RFP. Proposals must include organizational profile, technical approach, development and investment plans, operation and maintenance arrangements, safety and security measures, and financial models. The last date for submission of proposals is 19th October 2026 at 20:00 hours. Technical proposals will be opened the same day at 12:30 hours at the DAM office in the presence of bidders or their authorized representatives. Financial proposals of technically qualified bidders will be opened later as communicated. DAM reserves the right to reject any or all proposals as per AJ&K Public Procurement Rules, 2017. Blacklisted firms or bidders are prohibited from participation and must submit an affidavit confirming they are not blacklisted or in conflict with government regulations.
