Tender Description
This tender invites qualified Saudi-Pakistani joint venture consulting firms to provide design review and construction supervision services for the Gravity Flow Water Supply Scheme in Mansehra, Khyber Pakhtunkhwa. The Public Health Engineering Department requires expert consultancy to review detailed engineering designs and supervise construction activities to ensure timely completion and quality assurance of the water supply infrastructure. The project covers intake works, raw water conduction, treatment plant, distribution network, reservoirs, SCADA systems, and environmental mitigation measures along a 54.6 km route from Kaghan valley to Mansehra city.
The consultancy scope includes detailed design review of civil, mechanical, electrical, and structural components, updating technical specifications, cost estimates, and tender documents. The consultant will act as the Engineer, responsible for contract administration, quality control, progress monitoring, and certification of payments. The construction supervision phase spans 44 months, requiring full-time resident engineers and technical staff to ensure compliance with approved designs, environmental safeguards, and contractual obligations.
Consultants must hold valid Pakistan Engineering Council registrations with relevant project profile codes and be registered with FBR and KPRA. The joint venture must comply with PEC by-laws and submit affidavits confirming no blacklisting or contract rescission. The consultant will also assist in procurement, contract management, environmental compliance, and training of PMU staff.
Submission deadline is **April 17, 2026** with proposal opening at 12:00 hours PST at the Project Director's office in Mansehra. Technical and financial proposals must be submitted electronically via EPADS and in sealed hard copies. A bid security of **PKR 10,000,000** in the form of a bank draft is mandatory. The consultant must comply with PEC categories 1201, 1204, 1205, 1206, and 1215 and maintain FBR/ATL registration for FY 2025-26.
Proposals should be prepared carefully following the RFP instructions, including detailed CVs of key personnel, work plans, and methodology. The evaluation will be based on technical competence (80%) and financial proposal (20%). The consultant must ensure availability of key staff throughout the contract and submit performance security upon award.
