Tender Description
Port Qasim Authority (PQA), Ministry of Maritime Affairs, Government of Pakistan, invites reputable local and international developers, engineering organizations, firms, consortiums, and groups of companies to submit Prequalification, Technical and Financial Proposals for the design, engineering, development, financing, construction, operation, and transfer of the Sea-to-Steel (S2S) Project at Port Qasim, Karachi on a Build-Operate-Transfer (BOT) basis. The project includes the construction and development of the world's first-class Green Ship Repair and Dismantling Yard on approximately 100 acres of PQA land, operation, rehabilitation, repair, maintenance, and financing of PQA's Iron Ore & Coal Berth (IOCB) under license for a 30-year concession period, and facilitation for establishing a Green Power Steel Plant on 125 acres of Pakistan Steel Mills land procured independently by the successful bidder. Items being procured:
- Design, engineering, financing, construction, commissioning, operation, maintenance, and management of Green Ship Repair Yard
- Environmentally compliant Ship Dismantling & Recycling Facility
- Floating Dry Dock / Marine Repair Facilities
- Scrap Handling & Processing Facilities
- Licensed use and rehabilitation of IOCB Berth
- Green Power Steel Plant development facilitation
The project aims to dismantle 120,000 β 150,000 light tons of offshore structures/ships annually, provide raw material for steel manufacture, and produce approximately 1 million tons per annum of green steel. The project will be developed in compliance with international environmental, safety, and operational standards including the Hong Kong International Convention for Safe and Environmentally Sound Recycling of Ships and International Labour Organization standards. Eligibility criteria include legal registration, proven experience in similar projects with minimum value of USD 100 million, registration with Income Tax and Sales Tax authorities, and listing on the Active Taxpayers List (ATL) of FBR and Sindh Revenue Board. The procurement method is Single Stage Two Envelope Procedure under Rule 36(b) of the Public Procurement Rules, 2004. A bid security of PKR 20,000,000 in the form of Pay Order/Bank Draft is required with the Technical Proposal. The pre-bid meeting will be held on 16 September 2026 at 1100 hours at PQA Admin Building Conference Room, Karachi. Technical and Financial Proposals must be submitted in separate sealed envelopes to the PSP Department, Admin Building, Port Qasim Authority, Karachi on or before 9 November 2026 at 12:00 PM. The Technical Proposals will be opened the same day at 12:30 PM. The successful bidder will be required to provide Construction Period and Concession Period Performance Bonds and enter into an Implementation Agreement with PQA. The project offers a 30-year concession period extendable for another 30 years. PQA will provide support and facilitation but the Green Power Steel Plant land procurement is the responsibility of the successful bidder. One practical tip for bidders: ensure thorough due diligence and site visits to assess the existing IOCB conditions and plan for co-use arrangements with Pakistan Steel Mills and other third parties to mitigate operational risks and optimize throughput capacity. Bidders should prepare detailed technical and financial proposals in compliance with the RFP and PPRA rules, and submit all required documentation including audited financial statements, company background, methodology, and staff qualifications. The project represents a significant opportunity to participate in Pakistan's industrial and maritime development with a focus on green and sustainable practices.
