Shifting of 132kV D/C University to F-6 & G-5 to E-8 Circuit Civil Works

The Islamabad Electric Supply Company (IESCO) through its Project Management Unit (PMU) invites sealed bids for the procurement of civil works related to the shifting of the 132kV Double Circuit University to F-6 & G-5 to E-8 Circuit from location No. 139 to 147 under cost deposit head. This project is planned for the financial year 2026-27 with an estimated cost of Rs. 20,379,181 inclusive of Federal Sales Tax. The scope of work includes construction of tower foundations, erection, stringing, and environmental and social mitigation measures for the shifting of the 132kV D/C circuit. Items being procured: - Installation of foundations for various tower types (ZM1, ZM30, ZM60) with different angles and drawings - Construction of approach paths for site access including jungle clearance - Excavation in shingle, gravel, and rock formations - Transport and installation of 132KV steel tubular poles with accessories - Stringing and sagging of conductors and galvanized steel wire - Dismantling of existing towers, conductors, and earth wires with return to store - Provision of DJI Avata 2 FPV Drone for clearance measurements - Water quality monitoring and management analysis - Environmental and social mitigation measures including SSEMP, first aid, fire fighting equipment, and awareness signage - Site restoration works The technical scope covers all civil and electrical works necessary for the shifting of the transmission line circuit including foundation works, tower erection, conductor stringing, dismantling of existing infrastructure, and environmental safeguards. Bidders must be registered with the Pakistan Engineering Council (PEC) with Category C-6 specialization codes CE-10 and EE-05, hold valid FBR registration, and demonstrate relevant experience in 132kV or higher voltage transmission line construction. The evaluation will be based on Least Cost Based Selection (LCBS) with a 90-day bid validity period. Bids must be submitted electronically via the EPADS v2.0 portal by 11:00 AM on November 4, 2026, with original bid security submitted physically to the PMU office adjacent to 132 KV Rawal Grid Station, Club Road, Kashmir Chowk, Islamabad.
