Tender Description
This tender invites bids for the design, supply, installation, testing, commissioning, and operation & maintenance of grid tied solar power generation systems at the National Institute of Banking and Finance Pakistan (NIBAFP) offices in Islamabad and Karachi. The project covers two lots: a 475±25 kW system in Islamabad and a 50±10 kW hybrid system with 250 kWh battery energy storage in Karachi. The Islamabad site requires a comprehensive solar system design including structural integrity validation, supply of high-efficiency bifacial PV modules, Tier-1 on-grid inverters, DC and AC cabling, mounting structures, earthing and lightning protection, and net metering license facilitation with IESCO/NEPRA. The Karachi lot includes similar scope with additional battery storage system based on LiFePO4 chemistry, modular and IP66 rated for outdoor use, with integrated fire suppression and smart cooling.
The technical specifications demand compliance with IEC standards and import policy S.R.O 604(I)/2019. Bidders must submit detailed shop drawings, design calculations, and third-party structural analysis. The installation must withstand wind speeds up to 140 km/h. The scope includes all civil, electrical, and documentation work necessary for full operational readiness and net metering license issuance. Operation and maintenance services for 12 months post-installation are also required.
Bidders must be registered with FBR, active taxpayers on ATL, and hold valid PEC registration (C-4 or above with EE-11, ME-07 specialization) and PPIB certification (C-2 for Islamabad, C-3 for Karachi). Financial capability thresholds are Rs. 10 million for Islamabad and Rs. 8 million for Karachi. Experience includes at least two similar projects of 300 kW or above for Islamabad and 200 kW or above for Karachi completed in the last five years.
Submission deadline is **March 10, 2026** with bid opening on the same day at NIBAF Pakistan, Pitras Bukhari Road, Sector H-8/1, Islamabad. Bids must be submitted electronically via EPADS with bid security of Rs. 1,200,000 for Lot-I and Rs. 800,000 for Lot-II in the form of Payment Order/Bank Draft in favor of NIBAF Pakistan. Original bid security must be delivered before bid closing. Technical and financial proposals are submitted in separate sealed envelopes as per Single Stage Two Envelope procedure.
