Hiring of Built-Up Commercial Building Premises for JSMU Diagnostic Lab and Health Care Centre

Jinnah Sindh Medical University Karachi invites sealed bids from interested owners or their representatives for hiring safe and secured built-up individual commercial building premises free from all encumbrances. The premises will be used for establishing the JSMU Diagnostic Lab and Health Care Centre in Karachi. Items being procured: - Preferred Location: Defense Housing Authority (DHA) Phase-VIII, Karachi (Main Commercial Street) with parking space - Space Required: Commercial Non Shared Built-up Building (Min G+4) with construction not older than 1 year and approximate plot area of 100 sq. yards minimum, leased with approved building plan from concerned authorities, utility separate meters for each floor - Rooms: Each floor must be an open and finished hall with proper ventilation and more than one access - Washroom & Kitchen: Each floor must have at least 2 fully equipped tiled washrooms and 1 complete kitchen/pantry with Suigas and water supply system - Lift Facility: Passenger lift (up to 650Kg) accessible to each floor with ALD & ERD built-in option - Utility and Facilities: Separate utility meters (K-Electric and Sui-gas) for each floor, designated space for backup standby generator, separate electrical distribution panel with cabling for networking and CCTV, concealed electrical and plumbing fixtures, electrical plug points, network and intercom outlets, provision for IT rack, concealed electric and refrigerant piping for split air conditioning (minimum 3 units per floor), accessible staircase with granite steps and MS/steel handrail, building protected with MS safety grills and main entrance MS door with intercom, proper air ventilation and tiling floor with minimum one backside balcony/terrace for outdoor AC unit installation, LED lights and fixtures for washrooms, underground and overhead RCC water storage tanks with pumping motors - Tenancy Period: Initial 10-year contract extendable up to further 10 years with mutual consent - Rent & Payment: As per tenancy contract conditions stated in bidding documents The technical scope requires a modern commercial building with all utilities and safety features suitable for a diagnostic lab and health care center. Only landlords or legally authorized taxpayers are eligible to participate. Owners must be registered and active taxpayers with FBR and submit a bid security of Rs.2,000,000 in the form of a pay order in favor of Jinnah Sindh Medical University, which will be withheld until finalization. Bids must be submitted in sealed envelopes by 31-08-2026 at 09:00 am to the Procurement Department, JSMU (6th Floor New Dental Building, Jinnah Sindh Medical University, Karachi). Bids will be opened on the same day at 09:30 am in the presence of the committee and bidders. Late submissions will not be accepted. Participants must attach complete property details, colored photographs, NTN certificate, CNIC, ownership/legal rights documents, and signed terms and conditions. Only one property per participant is allowed, and alternate proposals are not accepted. JSMU representatives will visit the proposed property before awarding the tenancy contract.
