Hiring of Cafeteria Services at NESPAK House Lahore

National Engineering Services Pakistan (Pvt.) Limited (NESPAK) invites bids for the hiring of cafeteria services at NESPAK House Lahore. This procurement is for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) using a Single Stage One Envelope procedure with Least Cost Based Selection (LCBS). The contract requires provision of cafeteria services including food preparation and serving, with mandatory staff comprising 1 Manager/Supervisor, 1 lady waiter for female staff, 1 waiter for executive staff, 2 waiters for hall, 2 janitors, and 2 kitchen staff/helpers. The bidder must have a valid license from Punjab Food Authority, own kitchen facility, and at least five years of experience in cafeteria services. Bid security of PKR 200,000 in the form of pay order is required. Bids must be submitted online via EPADS by 25 September 2026 at 11:00 AM and will be opened the same day at 11:30 AM. Manual bids will not be accepted. The contract duration is three years with an initial probation period of three months. The cafeteria will operate Monday to Friday from 11:00 AM to 4:00 PM, closed on public holidays and Ramadan. The successful bidder will be required to provide monthly invoices and comply with all terms and conditions including food quality, hygiene, and staff medical checks. The contract includes a performance guarantee of 1.5% of contract price and liquidated damages for non-performance.
