Hiring of Canteen Contractor for Tea at NESPAK House Islamabad

The National Engineering Services Pakistan Pvt. Ltd. (NESPAK) Islamabad invites bids for the hiring of a canteen contractor to provide tea services at NESPAK House, Sector G-5/2, Islamabad. This procurement is for the financial year 2026-27 and aims to engage a qualified firm to operate tea canteens across the 3rd, 4th, and 5th floors of the NESPAK office building. The contractor will serve approximately 200 employees during working days, Monday to Friday, for 10 hours daily from 0800 hrs to 1800 hrs. Services during special circumstances will also be provided without additional cost. Items being procured: - Mixed Tea: 2 cups per person per day - Green Tea: 2 cups per person per day - Coffee: 1 cup per person per day The contractor must use approved brands such as Lipton Yellow Label or Tapal Danedar for tea, Milk Pak or Olpers for liquid milk, Nestle or Millac for tea whitener, and Nescafe for coffee. The contractor is responsible for providing competent, uniformed staff including at least one tea boy and one waiter per floor. Staff must be fully vaccinated against viral diseases including COVID-19 and Hepatitis, with certificates submitted to NESPAK. The contractor will manage all salaries, accommodations, and government dues for their staff. The contractor may also operate a tuck shop selling snacks and sandwiches at approved prices, with payments made directly by employees. The scope includes maintaining hygiene and cleanliness of utensils, crockery, and kitchen areas, with monthly hygiene reports submitted alongside invoices. The contractor must comply with all applicable laws and regulations, including food safety and tax obligations. No fried or cooked items using company gas or electricity are allowed. The contractor is liable for any damage to company property caused by negligence or willful misconduct. Complaints about unhygienic conditions or misconduct may result in fines. Eligibility requires NTN and GST registration with FBR, ATL status, and a minimum of three years relevant experience in government or corporate offices. Bidders must submit a bid security of PKR 150,000 in the form of a pay order or call deposit receipt. Bids must be submitted online via EPADS v2.0 by August 5, 2026, 11:00 AM, with bid opening at 11:30 AM the same day. Manual bids are not accepted. The contract duration is three years with fixed rates for the entire period. Payment will be made monthly based on actual consumption and attendance, after deduction of applicable taxes. The contractor must maintain proper hygiene standards, including weekly fumigation and daily cleaning. NESPAK reserves the right to terminate the contract with notice for breach of terms or misconduct.
