Tender Description
The Hydrocarbon Development Institute of Pakistan (HDIP) based in Islamabad is procuring consultancy services for hiring a Chartered Accountant firm to conduct a comprehensive commercial audit of its self-generating units for the financial years 2025-26, 2026-27, and 2027-28. This audit covers thirteen units including the Head Office, PTRLs, PTCs, CTLs, CNG Stations, and operations located across Islamabad, Lahore, Quetta, Karachi, Multan, and Peshawar.
The scope of work includes auditing receipts and payments of HDIP's self-generating units and the Head Office, as well as financial statements of PSDP projects in accordance with International Accounting Standards (IAS). The firm is required to submit separate audit reports and audited financial statements for each unit and financial year, along with consolidated audited financial statements for HDIP as a whole. The quoted price must be inclusive of all expenses such as boarding, lodging, travel, food, and stationery.
Eligible bidders must be registered with the Institute of Chartered Accountants of Pakistan (ICAP) and have a satisfactory Quality Control Review (QCR) rating. The firm should be on the State Bank of Pakistan's panel in category 'A', have at least ten years of experience preferably with government or semi-government organizations, and hold active tax payer status with FBR. Preference will be given to firms with qualified professionals on their payroll. Bidders must provide an undertaking of no ongoing litigations with public sector entities and no blacklisting by any government organization.
The submission deadline is **July 17, 2026 at 10:30 AM** via the e-Pak Acquisition and Disposal System (EPADS) v2.0. Manual submissions will not be accepted. The technical bid will be evaluated first, followed by the financial bid under the Least Cost Based Selection (LCBS) method.
