Hiring of Consultancy Services for Assessment & Valuation of Unwanted Serviceable, Un-Serviceable and Scrap Material lying at Regional Stores Rohri & Larkana SEPCO

The Sukkur Electric Power Company Ltd. (SEPCO) invites qualified and SBP-approved valuators/valuation firms to submit proposals for hiring consultancy services for the physical verification, counting, weighment, assessment, classification, and valuation of unwanted, serviceable, un-serviceable, and scrap material lying at the Regional Stores Rohri and Larkana. This assignment involves detailed physical inspection and verification of all relevant materials, reconciliation of quantities with survey reports and tender documents, assessment of physical condition, classification, and determination of fair market or scrap value based on prevailing market rates and reliable references. The consultant will also identify and value any additional material not covered under existing tenders. A comprehensive, item-wise, lot-wise, and store-wise valuation report must be prepared and submitted in hard and electronic copies. The scope includes materials such as ACSR conductor off size, LT all aluminum off size, meter scrap, transformers (empty bodies and with partial items), PVC scrap, wooden scrap, iron scrap, damaged vehicles, and other scrap items as detailed in the tender documents. The consultancy services are to be performed at SEPCO Regional Stores located at Cement Factory Road, Near 132kV Grid Station, Rohri, and Near 132kV Grid Station Airport Road, Larkana. The assignment must be completed within 30 calendar days from the work order date, with possible extension upon approval. Eligible bidders must be registered with the State Bank of Pakistan as evaluators, possess valid NTN and sales tax registration, and have relevant experience in similar assignments. A bid security of Rs. 70,000/- is required. Submission of proposals is through EPADS v2.0 only by October 22, 2026, 10:30 AM, with opening at 11:00 AM the same day. The bidder must comply with all tax and legal requirements and maintain confidentiality and independence throughout the assignment. The final valuation report must be accurate, impartial, and supported by market references. The contract includes provisions for performance guarantee, liquidated damages, and dispute resolution through arbitration in Sukkur, Pakistan.
