Tender Description
Pakistan Revenue Automation Pvt Limited (PRAL), based in Islamabad Capital Territory, is procuring consultancy services for the development of a comprehensive Procurement Manual and Procurement Policy. This assignment is pursuant to Section 17(2) of the State-Owned Enterprises (Governance and Operations) Act, 2023, aiming to establish a Board-approved procurement framework tailored to PRAL's commercial nature and operational needs.
The scope includes drafting a procurement policy articulating governance principles such as transparency, fairness, and value for money, defining approval thresholds, and incorporating mechanisms for conflict of interest, grievance redressal, and supplier debarment. The consultancy will also develop a detailed procurement manual with step-by-step procedures, standard templates, risk management frameworks, and SOPs covering procurement planning, vendor pre-qualification, evaluation, contract management, and audit trail requirements. Structured consultation workshops with PRAL's departments will validate drafts, followed by presentations to senior management and the Board.
Eligible bidders must be registered with SECP or relevant authorities, hold valid NTN and GST registrations, and demonstrate professional standing through recognized procurement qualifications such as CIPS or equivalent. The lead consultant must have at least 15 years of relevant experience in public sector or SOE procurement, with direct exposure to PPRA Rules, 2004. Bidders must not be blacklisted and should have completed at least one similar assignment in the last seven years.
The tender was published on July 1, 2026, with a submission deadline of July 16, 2026, 11:00 AM. Proposals must be submitted online via EPADS v2.0, with bid security or bid securing declaration as required.
