Hiring of Consultant Firms for Design Review and Construction Supervision by National Highway Authority

The National Highway Authority (NHA) invites qualified Consultant (Engineering Organizations/Firms) for hiring to provide Design Review and Construction Supervision services for multiple highway projects in Pakistan. The projects include rehabilitation and construction of additional carriageways on various motorways and national highways, improvement and upgradation of roads, and approach road and river training works. Items being procured: - Rehabilitation and construction of additional carriageway on Faisalabad – Pindi Bhattian Motorway (M-4) Package-I - Rehabilitation and construction of additional carriageway on Faisalabad – Pindi Bhattian Motorway (M-4) Package-II - Rehabilitation and construction of additional carriageway on Faisalabad – Pindi Bhattian Motorway (M-4) Package-III - Improvement and upgradation of road from Lodhran to Multan Package-I - Improvement and upgradation of road from Lodhran to Multan Package-II - New rehabilitation and construction of missing culvert, loop and improvement of local traffic connectivity at junction of N-1/M-2 motorway at N-5 (G.T Road) Islamabad - Construction of Q-2 lane approach road and river training works at Layyah – Taunsa Bridge The technical scope covers design review and construction supervision for these highway and motorway projects. Interested firms must be registered with PEC in relevant categories, have valid FBR registration, and be on the Active Taxpayers List (ATL). The bidding process follows the Single Stage Two Envelope procedure. Technical bids will be opened on 28 August 2026 at 1130 hours. Financial bids will be opened after technical evaluation. Earnest money in the form of CDR is required. Bidders should submit their proposals as per the instructions in the bidding documents available on the NHA website.
