Tender Description
The Drug Regulatory Authority of Pakistan (DRAP) based in Islamabad Capital Territory is procuring consultancy services for the hiring of a Consultant specializing in Policy and Legislation. This procurement is aimed at strengthening DRAP's legal and regulatory framework through expert advice and support. The consultant will be responsible for reviewing existing legislation, rules, regulations, and policies to identify gaps and propose necessary amendments. The scope includes advising on legal, parliamentary, and policy matters related to therapeutic goods regulation, vetting legislative drafts, amendments, and notifications under the DRAP Act, and ensuring procedural conformity with the law. The consultant will liaise with the Ministry of Law & Justice, Parliamentary Affairs Division, and Parliament, assist in preparing briefing notes and replies to parliamentary questions, and conduct training sessions for DRAP officers on administrative law and rule-making practices. Additionally, the consultant will support development and vetting of international agreements and design a Monitoring & Evaluation framework to assess legislative reforms and policy interventions. Eligibility criteria require applicants to hold an LLB or equivalent degree recognized by the Higher Education Commission of Pakistan with a minimum of 15 years post-qualification experience including 5 years in a senior executive capacity in public sector organizations. Experience in policy making, legislative drafting, and regulatory business in public sector entities is mandatory. Applicants must be registered with FBR and submit bids in hard form in sealed envelopes to the Assistant Director Procurement & Logistics at DRAP, PM's National Health Complex, Park Road, Islamabad. The submission deadline is Monday, May 25, 2026 at 11:00 AM. Applications must be submitted through EPADS v2.0 and will be opened the same day at 11:30 AM.
