Tender Description
The Ministry of Railways, Government of Pakistan, invites reputable consulting firms to submit proposals for Third Party Validation (TPV) services of various PSDP projects. These projects include:
- Thar Coal Rail Connectivity with Existing Railway Network including Last Mile Connectivity with Port Qasim (TRCP) (Revised)
- Procurement / Manufacture of 820 High-Capacity Bogie Wagons & 230 Passenger Coaches (Revised)
- Special Repair of 100 Nos. Diesel Electric Locomotives for Improving the Reliability / Availability of Running Locomotive (Revised)
- Immediate Track Safety Works on Rohri–Khanpur (ROH-KPR) Section (Revised)
- Rehabilitation of Track Maintenance Machines (Revised)
- Recommissioning of 5 Nos. Accidental Diesel Electric Locomotives (2nd Revised)
- Rehabilitation of Track Between Kotri-Akhondabad on Kotri-Dadu Section (Karachi Division) (Revised)
- Replacement of Roof Mounted AC Plants in Passenger Coaches for better Service Delivery
The scope involves undertaking independent validation of these projects in accordance with approved Terms of Reference (ToRs). The bidding process will follow the Single Stage – Two Envelope procedure. Eligible national-level firms or consortiums with relevant experience and registration on the Active Taxpayer List (ATL) of FBR are invited to participate.
Proposals must be submitted electronically via the e-Pak Acquisition and Disposal System (e-PADS) by 08 September 2026 at 1100 hours. Additionally, one hard copy each of the Technical and Financial Proposals in sealed envelopes must be delivered to the office of the Director General (Planning), Ministry of Railways, Islamabad, by the deadline. Technical proposals will be opened on the same day at 1130 hours in the presence of bidders or their representatives. Financial proposals of technically qualified firms will be opened later as per PPRA rules.
A Pre-Bid Meeting is scheduled for 31 August 2026 at 1100 hours at the Ministry of Railways, Islamabad. Interested firms should review the detailed ToRs and eligibility criteria available on www.railways.gov.pk, www.pakrail.gov.pk, and www.ppra.gov.pk.
Bidders are advised to ensure timely submission of both electronic and hard copies to avoid disqualification. Familiarity with the e-PADS system and strict adherence to submission guidelines will enhance the chances of successful participation.
