Tender Description
The Global Fund Grant for AIDS, TB & Malaria under the Ministry of Health (Common Management Unit - CMU) Islamabad invites bids for the hiring of a Courier Company to provide national courier services across Pakistan. This procurement is for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique.

- Cold Chain Shipments for Small & Medium size (1 job if required)
The courier company will be responsible for delivering official documents and goods within Islamabad Capital Territory, provincial zones, and across Pakistan. Deliveries within the city and provincial zones must be completed within 24 to 48 hours, and within 72 hours for border areas. The service includes daily pickups from CMU office, warehouse, and National Reference Laboratory between 9:00 AM and 3:30 PM, with emergency availability outside working hours. The courier must provide an online tracking portal, maintain delivery records including receiver signatures, and ensure safe handling of consignments including cold chain shipments with temperature monitoring.
Eligibility criteria include registration with NADRA, FBR (NTN and GST), active taxpayer status, minimum 2 years of relevant experience, minimum 1000 employees, extensive geographical presence with at least 300 courier centers nationwide, a client base of at least 20 clients with monthly billing over PKR 250,000, owned fleet of minimum 100 vehicles, and ISO certification. Bid security of PKR 159,840 is required. Performance guarantee of 10% of contract price is to be submitted within 7 days of award.
Bids must be submitted online via EPADS v2.0 by 28 October 2026 at 11:00 AM. Technical and financial bids will be opened on the same day at 11:30 AM. Manual submissions are not accepted. Bidders must comply with all terms, including bid validity of 120 days, and provide all required documentation including integrity pact, affidavit of no blacklisting, financial soundness evidence, and compliance with anti-fraud policies.
The contract period is initially one year, extendable up to three years subject to performance and mutual consent, with a possible 10% price increase upon extension. Penalties apply for lost or damaged consignments and delays beyond agreed timelines. The procuring agency reserves the right to reject all bids and annul the procurement process without liability.
Bidders are advised to carefully review the detailed bidding documents and submit bids through the official EPADS portal. Registration on EPADS v2.0 is mandatory for participation. A pre-bid meeting will be held on 14 October 2026 at 10:30 AM at the EPI Building, NIH Chak Shahzad, Islamabad. Clarifications can be sought via EPADS up to 25 October 2026.
