Hiring of Customs Clearing Agent Services for NDMA Islamabad

The National Disaster Management Authority (NDMA) Islamabad invites qualified and experienced service providers to participate in the prequalification for the Hiring of Customs Clearing Agent Services. This procurement is for a Closed Framework Agreement with a duration of 12 months commencing from October 16, 2026. The services are required on an on-demand basis to support customs clearance, port and airport clearance, cargo handling, transportation, and allied logistics for humanitarian assistance, emergency relief, and other NDMA consignments across Pakistan. Items being procured: - Hiring of Customs Clearing Agent Services with operational capability at Karachi, Lahore, Quetta, Islamabad/Rawalpindi, and Peshawar The scope includes timely and reliable customs clearance services at various customs locations nationwide, including during emergencies, in compliance with applicable laws, rules, and NDMA instructions. Interested applicants must be legally registered entities in Pakistan with a valid Customs Clearing Agent License issued by Pakistan Customs/FBR, have a minimum of 5 years relevant customs clearance experience, and demonstrate operational capability in the specified cities. Additional eligibility criteria include valid NTN, Sales Tax Registration, PSW Registration, and no blacklisting by any government or public-sector organization. The applicant must also provide an annual average turnover certificate for the last 3 years up to Rs. 150 million. Applications must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) portal by 11:00 AM on Wednesday, October 7, 2026. Technical bids will be opened the same day at 11:30 AM via EPADS. Manual submissions will not be accepted. Bidders are advised to carefully review the prequalification documents available on the EPADS portal and ensure compliance with all requirements including submission of all supporting documents such as company registration, licenses, experience proofs, and financial statements.
