Hiring of Engineering Consultancy Firm for Phase-II of Thar Institute of Engineering, Sciences & Technology, TIEST Tharparkar Works

NED University of Engineering & Technology Karachi invites proposals for the hiring of an Engineering Consultancy Firm for Phase-II of the Thar Institute of Engineering, Sciences & Technology (TIEST) Tharparkar. This project has been approved by the Government of Sindh with an estimated civil works cost of approximately Rs 4,098.585 million. The consultancy firm will be responsible for providing engineering consulting services for the detailed works of Phase-II. Items being procured: - Engineering Consultancy Services for Phase-II of Thar Institute of Engineering, Sciences & Technology, TIEST Tharparkar Works The scope includes comprehensive engineering consultancy for civil works related to the establishment of the institute. The project demands firms with proven experience in similar large-scale engineering projects, capable of delivering quality and cost-effective solutions. Eligibility criteria require firms to have active registration with FBR and SRB, valid PEC/PCATP registration, and completion certificates for at least two projects of similar size or financial worth in the last five years. Audited financial statements for the last three years and a minimum average turnover of Rs 100 million per year are mandatory. Additionally, bidders must submit an affidavit on non-judicial stamp paper of Rs 100/- confirming no litigation history, no blacklisting, and adherence to ethical practices. The selection method is Quality and Cost Based Selection (QCBS) under a Single Stage Two Envelope procedure. Bids, including technical and financial proposals, must be submitted electronically via the designated e-procurement system EPADS. A bid security of Rs 1.5 million is required in the form specified by SPPRA rules. The sale of bidding documents starts on 17.08.2026 and ends on 07.09.2026. Submission and opening of bids will be on 08.09.2026 at 10:00 A.M. and 10:30 A.M. respectively at the Meeting Room Vice Chancellor Secretariat.
