Tender Description

NED University of Engineering and Technology Karachi invites proposals for hiring an Engineering Consultancy Firm for Phase-II of the Thar Institute of Engineering, Sciences and Technology (TIEST) located in Tharparkar. This consultancy is for the design, development, documentation, and detailed supervision of civil works for Phase-II of the institute. The estimated cost of civil works is approximately **Rs. 4,098.585 million**. The consultancy services include soil investigation, schematic and design development phases, preparation of tender and construction documents, and detailed supervision of construction for 30 months. Items being procured: - Design, development, and documentation stages including soil investigation, schematic drawings, design development, and construction documents - Detailed supervision of construction for 30 months including site inspections, contractor coordination, material testing oversight, and progress reporting The scope covers multiple buildings and facilities including Academic Blocks III & IV, Administration Block, Staff Residences with Mini Market and Mosque, Students Hostels (Boys and Girls), Visiting Faculty Hostel, Central Library, Campus Jamia Mosque, Student Cafeteria, Medical Center, Security Check Posts, and Sports Complex. External development works include sewerage, water supply, gas supply, cabling, walkways, and connecting roads. Eligibility criteria require registration with FBR and SRB, active PEC/PCATP registration, experience with at least two projects of similar financial worth in the last five years, audited financial statements for the last three years, and minimum average turnover of Rs 100 million per year. Bidders must submit a bid security of Rs 1.5 million and comply with the Quality and Cost Based Selection (QCBS) method under Sindh Public Procurement Rules 2010. Proposals must be submitted electronically via the EPADS e-procurement system by **07 September 2026**. The technical proposal and financial proposal must be sealed separately. The bid opening will be held on **08 September 2026** at the NED University Vice Chancellor Secretariat meeting room in Karachi.
