Hiring of Firm for Outsourced HR Support Services

The Energy Infrastructure Development and Management Company (EIDMC) Islamabad Capital Territory invites bids for the Hiring of Firm for Outsourced HR Support Services under Financial Year 2026-27. This procurement is conducted through the National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique. Items being procured: - Office Assistants / Computer Operators (10 qty) - Drivers (6 qty) - Office Boys (6 qty) - Janitorial Staff (6 qty) The scope includes provision of qualified and physically fit personnel meeting specified age and educational criteria. Office Assistants must be bachelors and computer literate; Drivers must hold valid LTV/HTV licenses; Office Boys and Janitorial Staff require primary education. All staff must be available daily from 8:00 a.m. to 5:00 p.m., remain on standby until office closure, and wear prescribed uniforms with identification cards. The contractor is responsible for salaries, benefits, insurance, statutory contributions, and compliance with labor laws including EOBI, social security, and insurance coverage. Immediate replacement of absentee or underperforming staff is mandatory. Confidentiality of official information must be maintained. Eligibility requires valid registrations including FBR, provincial sales tax, EOBI, social security, and ISO certification where applicable. Bidders must submit bids online via EPADS v2.0 by the deadline of Friday, October 2, 2026 at 11:00 AM. Bid security of PKR 75,000 is required. Technical bids will be evaluated on experience, turnover, and compliance criteria with a 70% weightage, financial bids 30%.
