Hiring of Firm for Third-Party Validation Regarding Establishment of an Integrated Air Pollutant and GHG Inventory for Punjab 2025

The Environment Protection & Climate Change Department of Punjab is inviting Expressions of Interest (EOI) from reputed, dynamic, and experienced consulting firms for the hiring of a firm to conduct third-party validation regarding the establishment of an integrated air pollutant and greenhouse gas (GHG) inventory for Punjab for the year 2025. This procurement is managed by the Strategic Planning & Implementation Unit (SP&IU) under the department in Lahore. Items being procured: - Third-party validation services for integrated air pollutant inventory - Third-party validation services for GHG inventory The scope involves consultancy services under a large consultancy mode through the Punjab E-Procurement System (EP). Joint ventures or consortiums are allowed to participate. The process will follow Punjab Procurement Rules 2014, including rules 47 and 48. Interested firms must be registered with relevant authorities and tax departments. The EOI documents can be downloaded from the PPRA and Punjab E-Procurement System websites or collected from the department's office during office hours. Firms must submit their EOI documents through the Punjab E-Procurement System on or before 21st September 2026 at 11:00 AM. The technical and financial bids will be opened on the same day at 11:30 AM in the presence of participants who choose to attend. Late submissions or non-conforming applications will be rejected. The department reserves the right to reject all bids or proposals as per PPRA rules. Eligibility includes registration with relevant authorities, tax compliance, and experience in consultancy services. Earnest money or bid security requirements are as per Punjab Procurement Rules.
