Hiring of Individual Consultant Advisory for Centre of Excellence for Autism

The Ministry of Federal Education and Professional Training, Government of Pakistan, invites proposals for the hiring of one (01) Individual Consultant (Advisory) for the establishment of a Centre of Excellence for Autism. This consultancy opportunity is based in Islamabad and aims to support the development of specialized services for autism within the federal education sector. Items being procured: - Hiring of one (01) Individual Consultant (Advisory) for the Project 'Establishment of Centre of Excellence for Autism' The consultant will provide expert advisory services focusing on autism, special education, and inclusive education. The scope includes research, planning, and advisory support aligned with the Public Procurement Regulatory Authority (PPRA) Procurement of Consultancy Services Regulations, 2010. The consultant must have a strong background in architecture, education, social sciences, or environmental design with a research focus on autism or related fields. Eligibility criteria require either a PhD degree with 15 years of relevant professional experience or a Master’s degree with 20 years of relevant experience in the specified disciplines. The selection will be conducted through a Quality and Cost Based Selection (QCBS) method using a Single Stage – Two Envelope procedure. Interested consultants must be registered on the Electronic Procurement and Disposal System (EPADS) and submit their technical and financial proposals electronically. The deadline for submission is Wednesday, 29 July 2026, at 02:00 p.m., with technical proposals opening at 02:30 p.m. The Ministry reserves the right to accept or reject any or all proposals in accordance with PPRA Rules, 2004.
