Hiring of Rental Buildings for NADRA Registration Centers in Lahore and Gujranwala

The National Database and Registration Authority (NADRA) Regional Headquarters Office Lahore invites bids for the hiring of rental buildings to be used as NADRA Registration Centers in Lahore and Gujranwala. This procurement is for the financial year 2026-27 and follows the National Single Stage-Two Envelope procedure under Open Competitive Bidding with Least Cost Based Selection (LCBS) technique. Items being procured: - Rental buildings at Adda Plot Lahore - Rental buildings at Badami Bagh Lahore - Rental buildings at Multan Road Lahore (Scheme More to Awan Town or adjacent areas) - Rental buildings at Bedian Road or adjacent areas Lahore - Rental buildings at Gujranwala Eastern Bypass Ferozewala Bridge/Chichar Wali - Rental buildings at Gujranwala Western Bypass (Pindi Bypass to Ali Pur Chowk/Alam Chowk/Awan Chowk) Each building must have a covered area between 2500 to 4000 sqft and be furnished with quality plumbing, basic utilities including tap water, sanitation, electricity with a three phase meter and 50 KVA transformer, complete and functional electrical earthing, indoor and outdoor marble or tile flooring, paint work, installation of doors, grills and windows, water pumps and storage tanks, basic fixtures, independent entry, ramp for disabled citizens, and rooftop space for satellite dish antenna installation. The tenancy period shall be no less than ten years. Buildings must provide 3 phase electric connection with transformer, tap water with overhead tank and electric water pump, public and staff washrooms, proper electrification, tough tiles in parking area, fall ceiling, front door glass, and space for signage and heavy generator installation. The quoted rent shall be inclusive of all applicable taxes and justified with reference to other offices in the area. No brokerage or service charges will be paid to real estate agents. Eligibility requires ownership/property documents, approved site plan, completion and fitness certificates, valid CNIC of owner(s), commercialization certificate, NTN, GST & SST if available, power of attorney if applicable, and other relevant documents. Bidders must be registered on EPADS v2.0 and submit bids electronically by November 10, 2026, 11:00 AM. Manual bids will not be accepted. Technical evaluation will be based on location, approach, public transport availability, covered area, electric connection, advance rent, rooftop access, utilities, washrooms, electrical earthing, parking space, property condition, and distance from road for security barriers. Minimum passing marks are 60 out of 90. Bidders are advised to carefully review all bidding documents and submit complete and compliant bids through the EPADS portal.
