Hiring Services for Rental Chiller with Accessories (As Per BOQ) at Pakistan Security Printing Corporation Karachi

Pakistan Security Printing Corporation (Procurement) Karachi invites bids for hiring services of rental chillers with accessories as per BOQ for the financial year 2026-27. The procurement is for provision of non-consultancy services under a single stage one envelope procedure using Least Cost Based Selection (LCBS) technique. The contract reference is P126133 and the tender number is T-4235/26/ABZ. Items being procured: - Rental of Air-Cooled Chiller(s) 400 TR rated (1×400 TR or 2×200 TR) for 6 months - Cost of services for chilled water pumps - Cost of services for chilled water piping and complete accessories for connection with existing system - Cost of services for electrical distribution including temporary DBs, protection devices, DB-to-chiller/outgoing cables and accessories - Cost of services for temporary foundation pads, supports and vibration isolation arrangements - Installation, testing & commissioning including mandatory 48-hour continuous test run - Operation & maintenance 24/7 for 6 months The contractor shall provide a complete package including chillers, pumps, chilled water piping, electrical distribution/cabling, installation, testing, commissioning, operation, maintenance and demobilization. The required cooling capacity is 400 TR, which may be provided as one 400 TR or two 200 TR chillers. The chillers must be compatible with the existing PSPC chilled water system and suitable for continuous 24/7 operation. The offered chillers shall not be older than 10 years from the date of manufacture at deployment. The contractor must possess at least C6 - ME01 category PEC license. Installation must be completed within 7-15 days after issuance of purchase order, failing which liquidated damages of 0.1% of total PO per day delay will be deducted. A mandatory site visit is required before bid opening to assess mechanical, electrical, civil, access and connection requirements; failure to do so will result in bid rejection. The initial rental contract period is 6 months, extendable by PSPC for up to an additional 12 months on the same rates, terms and conditions. Monthly rental billing is based on 720 hours per month including 20 hours allowable downtime; downtime exceeding this will result in proportionate deduction. Mobilization advance of 10% of total contract value against an unconditional bank guarantee may be issued if required by the bidder. After installation, a minimum 48-hour continuous test run at 100% load must be successfully completed and witnessed by PSPC representatives. The contractor must respond to any chiller breakdown within 2 hours and replace faulty components within 4 hours. Adequate spare parts, tools and technical manpower must be maintained. The contractor is responsible for transportation, installation, commissioning, dismantling and removal of all rental equipment. All works shall be completed without unnecessary interruption to PSPC plant operations. Daily operating-hour and downtime records will be maintained and verified by PSPC for monthly billing. The contractor shall submit complete technical details including manufacturer, model, serial number and year of manufacture with the bid. Bidders must be registered on EPADS v2.0 and submit bids electronically before the deadline. Bid security in the form of pay order, bank guarantee or bid securing declaration is required. Manual submission of bids will not be entertained. The bid opening will be conducted on EPADS v2.0 on October 15, 2026 at 11:30 AM. One practical tip for bidders: Ensure timely registration and familiarization with EPADS v2.0 platform to avoid disqualification due to submission errors.
