Tender Description
The Military Accountant General Office, Rawalpindi (Pakistan Military Accounts Department (PMAD)) invites bids for the hiring of services of Resident Engineers through reputed firms for the financial year 2026-27. This procurement is for placement of three permanent experienced Resident Engineers at Rawalpindi and Lahore stations for a period of three years, subject to satisfactory quarterly performance evaluation by the MIS wing. Items being procured:
- Resident Engineer 1: Cyber/Network Security Expert
- Resident Engineer 2: Network Expert
- Resident Engineer 3: Oracle DBA with SAN expertise
The Resident Engineers will be responsible for server-end deployment and configuration at vendor sites, prompt on-site availability of additional technical staff, design and end-to-end installation of OS, middleware, database, HCI, and network components, testing, commissioning, troubleshooting, and operations and maintenance of deployment configurations. They will ensure optimal performance, reliability, and uptime of servers and data centers, perform routine maintenance, repairs, upgrades, and provide technical guidance and training to the client. The Resident Engineers bear full liability for testing and commissioning.
The Cyber/Network Security Expert will monitor IT infrastructure for security breaches, conduct vulnerability assessments, implement security tools, respond to cyber incidents, develop security policies, ensure compliance with frameworks, and train staff. The Network Expert will administer LAN/WAN/WLAN infrastructure, manage routers, switches, firewalls, wireless controllers, monitor network performance, troubleshoot VLANs, routing, VPNs, and coordinate with ISPs. The Oracle DBA will manage database and SAN storage, perform capacity planning, backup, restoration, replication, and disaster recovery procedures.
Eligibility requires a BS/BE in Computer Science, IT, Telecommunication, Computer or Electrical Engineering from an HEC recognized institution, with minimum 5 years relevant post-qualification experience in enterprise network administration and infrastructure management. Final interviews will be conducted by the MIS wing MAG office.
Bids must be submitted online through EPADS v2.0 by Monday, October 19, 2026 at 11:00 AM. Bid security in the form of Pay Order, Call at Deposit, or Demand Draft must be submitted physically to the Accounts Officer at Kashmir Road Saddar Cantt., Rawalpindi before the deadline. Technical and financial bids will be evaluated using Quality and Cost Based Selection (QCBS) technique. The procuring agency reserves the right to reject any or all bids. The performance guarantee required is 10% of the contract price. Bidders must be registered and meet all eligibility criteria including FBR registration and office presence in Rawalpindi/Islamabad and Lahore.
