Bidders must be registered with relevant tax authorities and comply with SPPRA rules. Eligibility criteria include valid NTN and SRB registration, active taxpayer status, at least three years of experience with a minimum of five purchase orders, and evidence of completed work worth at least Rs. 3 million. Earnest money in the form of 5% bid security is required along with a non-refundable tender fee of Rs. 2000 payable to the Chief Administrator Auqaf Sindh. Bids must be submitted electronically via the SPPRA E-PADS portal and a printed technical proposal must be delivered in a sealed envelope to the Chief Administrator Auqaf Sindh office in Hyderabad.
