Hiring of Security Firms for Malakand-III Hydropower Complex

The Pakhtunkhwa Energy Development Organization (PEDO) invites bids from well reputed, experienced, and licensed security companies for the provision of security services at the Malakand-III Hydropower Complex located in Peshawar. This contract is initially for a period of one year and requires firms to comply with KPPRA procurement rules 2014. The scope includes deployment of security personnel and related services to ensure the safety and protection of the hydropower complex. Bidders must be registered and licensed with the Ministry of Interior and Securities & Exchange Commission of Pakistan (SECP), and must have a No Objection Certificate (NOC) from the Home and Tribal Affairs Department of Khyber Pakhtunkhwa. Registration with the Federal Board of Revenue (FBR) and Khyber Pakhtunkhwa Revenue Authority (KPRA) with active status is mandatory. Firms with inactive status must register before issuance of Letter of Award (LOA). Bidders can obtain bidding documents from PEDO’s office or download from the E-PAK Acquisition and Disposal System (EPADS) upon submission of a written application and a non-refundable fee of PKR 2,000 in the form of a bank draft. Earnest Money in the form of a bid security equal to 2% of the bid price is required, valid for 28 days beyond bid validity. All bids must be submitted through EPADS before the closing date and time. Hard copies must also be delivered to PEDO House, Phase-5 Hayatabad, Peshawar by May 21, 2026 at 1100 hours. Bids will be opened the same day at 1130 hours in the presence of bidders’ representatives. A practical tip for bidders is to ensure timely submission through EPADS as bids not submitted electronically will be declared non-responsive. Also, carefully prepare the bid security and ensure all registrations and licenses are current to avoid disqualification.
