Hiring of Security Services at National Institute of Folk & Traditional Heritage (Lok Virsa), Islamabad

The National Institute of Folk & Traditional Heritage (Lok Virsa) Islamabad invites bids for the Hiring of Security Services under reference P121123 for the financial year 2026-27. The procurement is conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS) technique. Items being procured: - 27 Security Guards - 1 Supervisor - 3 Metal Detectors - Licensed weapons as per requirement The scope includes providing trained, licensed, and verified armed and unarmed security guards for 24/7 security coverage of Lok Virsa premises. Guards must be physically fit, mentally sound, and properly uniformed with required licenses and documentation including NADRA CNIC, service card, weapon license, police verification, and training certificates. The contract duration is one year with possible extension. The Security Company is responsible for all salaries, taxes, and allied services including food, residence, and transport. Female guards (2) are also required. Eligibility criteria include PEC category compliance, FBR/ATL registration, minimum experience with three government or multinational clients, manpower strength, weapons license, client performance certificates, APSAA registration, and social security registrations. Bid security and performance guarantee are mandatory. Bids must be submitted online via EPADS v2.0 by 11:00 AM on September 30, 2026. Manual submissions are not accepted. The technical and financial bids will be opened on the same day at 11:30 AM. The procuring agency reserves the right to reject any or all bids. The contract will be awarded to the most advantageous bidder based on QCBS evaluation.
