Hiring of Security Services for Sindh Public Service Commission at Hyderabad and Karachi

Sindh Public Service Commission invites reputable and established Security Services Companies to submit sealed bids through the E-Pak Acquisition and Disposal System (EPADS) for hiring security services at its Head Office in Hyderabad and Regional Office in Karachi for the financial year 2026-27. The contract duration is initially 12 months, extendable up to 36 months based on satisfactory performance and mutual consent. Items being procured: - 1 Supervisor (Ex-Military Guard) - 23 Guards (Ex-Military Guards) - 2 Female Guards (Ex-Military Guards) Total 26 Guards The scope includes provision of armed static security guards equipped with semi-automatic weapons, hand held metal detectors, and undercarriage car-search mirrors as required. Guards must be energetic, smart, healthy, aged 25-50 years, and fully trained. The company must maintain a supervisory network to ensure round-the-clock security services at all key points of the Sindh Public Service Commission premises. Guards will work on shift basis according to labor laws with daily attendance recorded. Eligibility criteria include a minimum of 15 years experience in security services, valid registration with FBR/GST/SRB, EOBI and Social Security certificates, SECP/Registrar of Firms registration, membership with Security Agencies Association (APSAA), valid NOC(s) from Ministry of Interior/Provincial Home Departments, satisfactory performance certificates, and filed Income Tax Returns with audit reports for the last three years. Bid security of Rs. 500,000/- in original and non-refundable tender fee of Rs. 5,000/- in the form of pay order are mandatory. Bids must be submitted online via EPADS by 27 August 2026 at 11:00 AM. The technical bid will be opened the same day at 11:30 AM in the presence of bidders or their representatives. No negotiation will be permitted; bidders must submit their best and final prices. The procuring agency reserves the right to reject any or all bids as per SPPRA Rules 2010 (Amended 2021).
