Hiring of Services of Reputed Testing Agency to Conduct Tests for Recruitment in BPS-07 to BPS-15 in Board of Revenue

The Board of Revenue, Azad Government of the State of Jammu and Kashmir, invites sealed bids from public or private sector testing agencies duly registered in Pakistan or Azad Jammu & Kashmir for the provision of Third Party Testing and Assessment services. These services are required for recruitment and screening of candidates against various posts ranging from BPS-07 to BPS-15 across any district of Azad Jammu and Kashmir. The procurement is conducted in compliance with the Azad Jammu and Kashmir Public Procurement Regulatory Authority Act 2017 and related recruitment rules. Items being procured: - Third Party Testing/Assessment services for recruitment tests for posts BPS-07 to BPS-15 The testing agency must conduct transparent, written, and screening tests and provide complete end-to-end services including application processing, test design, conduct of tests, result compilation, and related processes ensuring fairness, transparency, and strict confidentiality. The recruiting agency must have valid NTN and STRN issued by Inland Revenue Department GoAJ&K/AJK-CBR. The rate fee (100% payable by candidates) for holding recruitment tests should be quoted inclusive of all taxes and remain valid until completion of the recruitment process. Eligibility criteria include registration with SECP if private sector, minimum 5 years relevant experience in conducting recruitment tests, valid NTN, income tax, and sales tax registration with active tax payer status (ATL), and no blacklisting by any governmental or semi-governmental organization. Affidavit certifying validity on stamp paper is required. Bidders must attach details of tests previously conducted. Bidding documents can be obtained from the Board of Revenue against a non-refundable fee of Rs. 1,000 within ten days from publication date. Bid security form is annexed as Annexure A.
