Hiring of Social Media and Content Development Agency

The Ministry of Parliamentary Affairs Islamabad invites eligible bidders registered on EPADS v2.0 to submit e-bids for the hiring of a Social Media and Content Development Agency. This engagement is on a monthly retainer basis for one year, with the possibility of extension for another year subject to satisfactory performance. Items being procured: - Social Media and Content Development Agency services on monthly retainer The procurement will follow the Single Stage-Two Envelope procedure of Open Competitive Bidding using the Quality and Cost Based Selection (QCBS) technique in accordance with the Public Procurement Rules, 2004. Bidding documents detailing terms, conditions, scope of work, eligibility, and evaluation criteria are available on the Ministry of Parliamentary Affairs and EPADS websites. All bids must be accompanied by a Bid Security in the form of Pay Order or Bid Securing Declaration as per bidding documents. E-bids must be submitted through EPADS v2.0 by Thursday, 15 October 2026 at 10:00 AM, with bid opening at 10:30 AM the same day. Manual submissions will not be accepted. Vendors not registered on EPADS v2.0 may register at https://vendors.epads.gov.pk/. A Grievance Redressal Committee has been notified for this procurement under Rule 48 of the Public Procurement Rules, 2004. Bidders are advised to carefully review the bidding documents and ensure timely submission through the EPADS portal to avoid disqualification. Early registration on EPADS is recommended to resolve any technical issues well before the deadline.
