Hiring of Transport Services for Workers Welfare School Boys Surkhpur Gujrat

The Punjab Workers Welfare Board Labour & Human Resource Department invites electronic bids from tax registered firms/companies for hiring transport services to provide pick & drop facilities to students of Workers Welfare School Boys Surkhpur, Gujrat for the academic years 2026-27 and 2027-28. The procurement will be conducted through the Punjab e-Procurement System portal. Items being procured: - Transport services on route Chak Bagga with seating capacity 26, distance 38 KM, students 29 - Transport services on route Mattianwala with seating capacity 26, distance 40 KM, students 28 - Transport services on route Jalal Pur Jattan with seating capacity 26, distance 66 KM, students 30 - Transport services on route Dhamthal with seating capacity 26, distance 40 KM, students 29 - Transport services on route Kuri Sharif with seating capacity 26, distance 25 KM, students 29 - Transport services on route Bhagowal with seating capacity 26, distance 38 KM, students 25 The technical scope includes hiring vehicles manufactured or refurbished in 2005 or later, with refurbishment certificates verified by the Regional Transport Authority or Motor Vehicle Examiner. The bidding procedure follows the Single Stage Two Envelope system. A bid security of Rs. 650,150 (2% of estimated contract amount) is required and must be submitted electronically via the Punjab e-Procurement System. No physical financial instruments will be accepted. Technical and financial bids must be submitted online by 24.09.2026 at 11:00 AM, with technical bids opening at 11:30 AM the same day and financial bids opening on 08.10.2026 at 11:00 AM. The Labour Welfare Office, District Gujrat, will serve as the cluster center for bid opening proceedings. Participating firms must obtain at least 70% marks in technical evaluation. All applicable government taxes are included, and the successful bidder must submit a performance guarantee in the form of a CDR at 5% of the total contract amount. One student per seat ratio will be observed. A pre-bid meeting will be held ten days before technical bid opening to clarify the online procurement system usage. Bids incomplete, unsigned, or submitted outside the Punjab e-Procurement System will be rejected. The procuring agency reserves the right to reject any bid as per PPRA rules.
