Hiring of a Turnkey Event Management Firm for Pakistan Housing Authority Foundation

The Pakistan Housing Authority Foundation (PHAF), Ministry of Housing & Works, Government of Pakistan, invites proposals through EPADS v2.0 from eligible, reputable and tax-registered firms/companies/bidders registered on EPADS v2.0 for provision of Non-Consultancy Services for the 'Hiring of a Turnkey Event Management Firm' under a Framework Agreement for a period of one (01) year, extendable to another 06 months subject to satisfactory performance and PHAF's requirement as and when required. Procurement shall be conducted through Open Competitive Bidding under the Single Stage Two Envelope procedure pursuant to Rule 36(b) of the Public Procurement Rules, 2004, using the Quality and Cost Based Selection (QCBS) technique with a weightage of 70% for the Technical Proposal and 30% for the Financial Proposal, in line with the Public Procurement Rules, 2004 and any Regulations, and Instructions issued by the Authority (from time to time). Scope of work has been defined in the RFP separately. Services will be acquired strictly as per actual requirement for each event separately by prior issuance of the work order. E-Bidding documents, containing detailed terms & conditions, specifications and requirements etc. are available on e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/123040. The e-bids, prepared in accordance with the instructions in the e-Bidding documents, must be submitted through EPADS v2.0 on or before Monday, October 12, 2026 01:00 PM. E-bids will be opened on the same day at Monday, October 12, 2026 at 01:30 PM in the presence of bidders' representatives who choose to attend. Manual submission of Bids shall not be entertained.
