Tender Description
Health Services Academy Islamabad is procuring comprehensive human resource support services, supply of stationery and miscellaneous items, and printing services including books, banners, and certificates for conferences and workshops for the financial year 2026-27. This tender covers a wide range of services including administrative and secretariat support staff deployment, janitorial services, and supply of office consumables. The scope includes provision of qualified personnel such as research associates, assistants, secretariat staff, drivers, electricians, plumbers, skilled and unskilled workers, all to be deployed at the Academy's premises in Islamabad. The janitorial services encompass cleaning of classrooms, offices, cafeterias, toilets, and waste disposal with a full-time team working six days a week.
Bidders must be registered with SECP, FBR, and preferably ISO certified, with active tax status and a service center in Rawalpindi or Islamabad. A minimum of five years' experience in HR services with public and private sector clients is mandatory. The technical bid must include company profile, NTN and sales tax certificates, proof of experience, and financial statements showing an average turnover of at least PKR 75 million over the last three years. Earnest money in the form of a 5% call deposit or bank draft is required with the technical proposal. The contract is initially for one year with possible extensions subject to performance and approval.
The tender follows the Single Stage – Two Envelope procedure and bids must be submitted exclusively through the E-Pak Acquisition & Disposal System (E-PADS). Hard copy submissions or other methods will not be accepted. The closing date for submission is 18th June 2026, with bid opening on the same day in the presence of bidders or their representatives. The submission address is the Additional Registrar (Procurement), Health Services Academy, Prime Minister National Health Complex, Park Road, Chak Shahzad, Islamabad.
A practical tip for bidders is to ensure all required documents are clearly marked and uploaded on EPADS, including the original bank draft at bid opening, to avoid disqualification. Compliance with labour laws, insurance coverage for employees, and police verification certificates are critical for contract award and continuation. Bidders should also prepare for possible contract adjustments in workforce size and cost increments as per the Academy's requirements.
