Tender Description

The National Faceless Centre (NFC), Federal Board of Revenue, Islamabad, invites bids for the procurement of comprehensive security services at its building located in Sector G-9/1, Islamabad. This procurement is for a one-year contract, renewable for up to two additional years subject to satisfactory performance and availability of funds. The contract requires provision of round-the-clock security services including access control, visitor registration, CCTV monitoring, patrolling, incident reporting, and emergency response. Items being procured: - Security Supervisor (1 person, retired JCO or NCO, day duty and overall control) - Armed Guards (4 persons, ex-servicemen preferred, licensed weapons issued by contractor) - Unarmed Guards (8 persons, trained in access control and fire safety, including at least two female guards) - CCTV Operators (3 persons, trained in CCTV operation to cover 24/7 shifts) - Security equipment including walk-through gates, metal detectors, wireless sets, under-vehicle mirrors, torches, visitor registers, and passes The NFC building comprises basement, ground floor, and seven upper floors with a gross area of approximately 10,525 sq. ft. per floor. Security coverage includes all floors except the data centre and vacant upper floors, perimeter, parking, common areas, and main gate. Guards must be police verified, medically fit, in uniform with photo ID, and paid at least the minimum wage through bank transfer. The contractor is responsible for compliance with labor laws, EOBI contributions, workmen compensation, and third-party liability insurance of at least Rs. 5 million. Bidders must be registered legal entities in Pakistan with valid NTN, GST registration for Islamabad, EPADS registration, EOBI registration, and valid licenses to operate a private security company and arms licenses. They must have at least 3 years of relevant business experience and at least 2 similar contracts in the last 5 years. A site visit certificate is mandatory. The bidding process follows the Single Stage Two Envelope procedure with Quality and Cost Based Selection (QCBS) where technical evaluation carries 70% weight and financial evaluation 30%. The minimum technical score to qualify is 70 out of 100. Bid security of Rs. 250,000 in the form of pay order or demand draft is required. Bids must be submitted electronically via EPADS by 16 November 2026 at 11:00 AM. Original bid security must be delivered to the NFC office before the deadline. Technical proposals will be opened on the same day at 11:30 AM. The contract manager appointed by NFC will monitor performance, verify invoices, and keep records. Payment will be monthly in arrears within 30 days of invoice verification. Liquidated damages apply for absence and failure to meet post coverage, up to 10% of the annual contract value. The contractor must replace any staff removed by NFC within 24 hours. Confidentiality undertakings must be signed by all staff. Bidders are advised to carefully review the detailed bidding documents, attend the pre-bid meeting and site visit scheduled for 6 November 2026 at 11:00 AM at the NFC building, and ensure compliance with all eligibility and technical criteria. Submission of bids without original bid security or site visit certificate will lead to disqualification. This is a significant opportunity for qualified security service providers to serve a key federal government institution in Islamabad. One practical tip: Ensure your bid clearly demonstrates compliance with all eligibility criteria and includes all required documentation, especially the site visit certificate and valid licenses, to avoid rejection at the initial eligibility screening stage.
