Hiring of Company for Security Services for Sindh Institute of Child Health and Neonatology Sites

Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh Karachi invites eligible bidders to submit e-bids through the E-Pak Acquisition and Disposable System (EPADS) for the Hiring of Company for Security Services for SICHN Sites for the fiscal year 2026-27. The procurement follows Rule-46 (2) Single Stage Two Envelope Procedure. Interested bidders must have valid registration with tax authorities including Income Tax, SRB (where applicable), and Sales Tax Department. Items being procured: - Trained Supervisors - Armed Security Guards - Unarmed Security Guards - Trained Lady Searchers The contract covers multiple SICHN sites including Sobhraj, Azam Basti, Shaheed Benazirabad, Larkana, North Karachi, and Sukkur with varying staff requirements per site. The scope includes 24/7 security services, traffic management, asset protection, emergency response, and use of mechanical security systems such as hand-held metal detectors, car-search mirrors, and walkie-talkies. Bidders must comply with mandatory eligibility criteria including valid NOC, licenses, tax registrations, experience, and certifications. The contract duration is one year with possible extension based on satisfactory performance. Bid security of 2% of estimated procurement value is required, and performance security of 5% must be furnished upon award. Technical bids will be evaluated first, followed by financial bids of technically qualified firms. The contract will be awarded to the lowest evaluated responsive bidder. Bids must be submitted on EPADS by November 17, 2026, 10:30 a.m. Technical bid opening will be at 11:00 a.m. on the same day at SICHN office Karachi. Bidders should ensure compliance with labor laws, minimum wages, and provide well-trained, healthy, and disciplined security personnel. The company is responsible for all liabilities related to its employees. Payment will be made monthly upon submission of verified invoices and attendance sheets.
